Update: December 18, 2019 (10:08 ET): The third beta update for One UI 2.0 is currently on the Galaxy Note 9 landed. Spotted by SamMobile This update is essentially a feature freeze and contains a short list of bug fixes.
The list includes a crash of the Samsung Pass app, unstable mobile hotspot connections, a problem with Secure Folder iris recognition and a fix for S Pen Air Translation and some others. Because this list is so short and no features have been added, the final stable version should be released soon.
The update is currently available in India. UK and South Korea users should get it soon too. Navigate to Settings> Software Update> Download and Install to check if your device has received the update.
